The Ministry of Federal Education and Professional Training has launched a comprehensive “No Child Left Behind” door-to-door survey and enrolment campaign across Union Councils in the Islamabad Capital Territory (ICT) to identify and enrol out-of-school children.

The initiative aims to ensure that every child in ICT has access to education by conducting a detailed household survey at the Union Council level. The campaign is being carried out with the joint participation of education sector stakeholders, government departments and private organizations.

Under the campaign, the Directorate General of Basic Education Community Schools has been assigned nine Union Councils to conduct the survey and collect data on children who are currently not enrolled in schools.

BECS formally launched its field survey on Monday, March 9, 2026, from Dhobi Ghaat, G-6/2, Islamabad, where survey teams started door-to-door visits to gather information on out-of-school children and encourage parents to enrol them in nearby educational institutions.

Director General BECS Hameed Khan Niazi said the campaign is part of the government’s broader efforts to strengthen the education system, improve enrolment rates, and ensure that no child is deprived of their fundamental right to education.

The collected data will help authorities design targeted strategies and interventions to bring out-of-school children into the formal education system and support the government’s commitment to achieving universal access to education in ICT.

  • 2600 MHz Band (High Demand): This band saw unexpected competition. With 190 MHz of spectrum available across 19 lots, operators submitted bids for approximately 300 MHz. A total of 30 bids were received, forcing a 5% increase in the base price for the subsequent round.

  • 3500 MHz Band: As the primary band for 5G deployment, this saw steady interest. Out of 280 MHz offered across 28 lots, operators secured 200 MHz of spectrum (20 lots) in this initial phase.

Why This Auction Matters

Government officials, including Finance Minister Muhammad Aurangzeb, emphasized that this isn’t just about faster internet—it is about economic survival. Pakistan currently operates on only 274 MHz of spectrum, a severe bottleneck that has plagued users with network congestion for years.

  • Doubling Capacity: With a minimum requirement of 100 MHz per operator, the total spectrum in the system is expected to double, promising immediate relief for 4G users while laying the groundwork for 5G.

  • The 700 MHz Factor: Also included in the auction, the 700 MHz band is being offered to significantly boost rural coverage and long-distance signal penetration.

What’s Next?

The auction is being conducted in two stages across multiple bidding rounds. Following the conclusion of the first round, PTA officials confirmed that the process will continue with further rounds to address the remaining spectrum lots.

“The strong competition among telecom operators signals significant progress,” noted Aamir Shehzad, Director General Licensing at PTA. Once the auction concludes, authorities aim to roll out commercial 5G services in major cities within six months, while improvements to existing 4G infrastructure are expected to materialize in the next four to five months.

  • Immediate Deduction: The funds were pulled from the JazzCash wallet instantly, but no service was provided.

  • Customer Support Failure: The user made multiple attempts to resolve the issue through JazzCash’s in-app support and helpline, but the problem remained unaddressed.

  • Economic Loss: The complainant, who relies on mobile connectivity for business operations, cited financial loss and “breach of trust” as the primary reasons for the legal action.

Court Action and Industry Context

The Consumer Court has officially admitted the case and issued a formal notice to JazzCash, requiring a written response.

This lawsuit comes at a time when PTA records show a surge in complaints against digital wallets and telecom operators. In December 2025 alone, Jazz reportedly received over 2,000 complaints, the highest in the industry, often related to:

  1. Failed Activation: Funds being deducted without service delivery.

  2. Hidden Charges: Unexpected fees on transactions or bundle renewals.

  3. Auto-Subscriptions: Packages being activated without explicit user consent—a practice the PTA has recently cracked down on.

Observers believe this case could set a vital precedent for the Pakistani fintech sector. While companies often dismiss individual complaints of small amounts (like Rs. 823), the move to seek Rs. 2 million in damages highlights the potential “cost of negligence” for companies that fail to provide reliable customer support and secure digital transactions.

Jazz has not yet issued an official public statement regarding the ongoing litigation but maintains that it is continuously improving its customer service infrastructure.
