In a significant development, former ISI chief Lt Gen (R) Faiz Hameed has been formally charged with engaging in political activities, violating the Official Secrets Act, and misusing authority, according to the military’s media wing, ISPR. The retired general faces court martial under the Pakistan Army Act following an investigation into his alleged misconduct.

Gen Hameed, detained in Rawalpindi in August, is accused of orchestrating unrest, including his alleged role in the May 9, 2023, violent protests sparked by former PM Imran Khan’s arrest. These protests caused extensive damage to military and public properties. The ISPR also noted his ties with vested political interests aimed at destabilizing the country.
The case gained momentum after the Supreme Court in November 2023 directed Moeez Khan, owner of Top City housing society, to approach the Ministry of Defence with claims of extortion and misuse of resources against Hameed. Allegations also include a raid on Khan’s property, involving confiscation of valuables, reportedly at the general’s behest.
The indictment underscores the military’s shift towards internal accountability, shattering perceptions of impunity for high-ranking officials. Sources suggest several retired officers are under investigation for collaborating with Hameed.
Gen Hameed, a controversial figure in Pakistan’s civil-military relations, previously faced allegations of manipulating judicial outcomes and supporting political agendas. His early retirement in 2022 followed his controversial tenure as ISI chief, marked by political tensions and accusations of overreach.
The proceedings reflect growing scrutiny of military officials amid demands for transparency and institutional reform. Legal experts suggest the trial’s outcome could set a precedent for future accountability within Pakistan’s powerful military establishment.
