Rahim had applied for a connection along with a transformer and paid the initial demand notice of Rs 305,656. However, IESCO not only failed to install the connection within the promised 30 days but also issued an additional demand notice for Rs 139,860 due to alleged cost escalation.
Despite appeals to IESCO, Rahim filed a complaint with the Wafaqi Mohtasib (Ombudsman). The Mohtasib ruled in his favor, citing IESCO’s own Consumer Service Manual which prohibits additional charges after full payment and mandates timely installation.
IESCO challenged the Mohtasib’s order before the President, arguing against the refund. However, President Alvi upheld the Mohtasib’s decision, emphasizing:
- IESCO’s violation of its own manual by issuing additional charges and delaying installation.
- The manual’s clear guidelines against such practices.
He concluded that the Mohtasib’s decision was “sustainable in the eyes of the law.” This case highlights the President’s commitment to citizen grievances and fair treatment by utility companies. It also serves as a reminder for IESCO and other service providers to adhere to regulations and ensure transparency in their dealings with consumers.
