Under this new review, a reputable independent firm will be engaged to evaluate the initiative’s adherence to its approved scope, technical architecture, and policies, ensuring that the system functions effectively and aligns with strategic objectives.
What the Audit Will Cover
According to the MoITT, the third‑party audit will include:
- Technical architecture assessment — including application, database, middleware, and integration components.
- Verification of system documentation, such as software requirement specifications and architectural diagrams.
- Security evaluation, with checks on access control, authentication, and logging systems against standards like ISO 27001, OWASP, and NIST.
- Review of data protection, backup, and disaster recovery mechanisms for resilience and safety.
- Process and governance checks, including end‑to‑end service workflows, decision‑making frameworks, and vendor management oversight.
- Program value and financial alignment, ensuring compliance with the approved budget and project scope.
Focus on Improving Citizen Experience
MoITT officials emphasized that this audit is not a forensic or bill‑verification review. Instead, the aim is to provide practical recommendations to enhance the initiative’s effectiveness, performance, and delivery of public services to citizens.
The Asan Khidmat Markaz initiative—a flagship citizen support program providing multiple government services through digital platforms and physical centres—has been highlighted as a key project in improving service delivery and governance efficiency across Pakistan.
This internal validation marks an important step in ensuring transparency, efficiency, and accountability in government digital services.
