Punjab’s home department has confirmed that the province’s kite flying ban remains in effect under the Punjab Regulation of Kite Flying Bill 2025.

Authorities said a brief exception will be granted for three days to celebrate the traditional Basant festival, from February 6 to February 8, in Lahore.
The Punjab Assembly had passed the new law on December 24, introducing strict rules and penalties aimed at protecting human life and property across the province.
The legislation cancels the previous Punjab Prohibition of Kite Flying Ordinance 2001, replacing it with stricter regulations governing the use, manufacture, storage, and sale of kites.
The home department clarified that kite flying outside the fixed dates and times will remain illegal, and offenders will face strict enforcement under the new law.
Violation of the law could lead to prison sentences of up to five years, fines of up to Rs2 million, or both, according to official statements.
Under the legislation, involvement in the use, manufacture, storage, or sale of kites or strings may result in prison terms of up to seven years and fines up to Rs5 million.
Officials said the limited permission for Basant aims to allow cultural celebration while maintaining public safety, with full legal consequences for any activity outside the sanctioned period.
