The Telecom Amendment Bill 2026, formally the Pakistan Telecommunication (Re-Organization) Amendment Bill 2026, has returned to the Senate, this time as a private member’s bill, months after the federal government withdrew its own version.
Senator Samina Mumtaz Zehri presented the bill in the upper house on Private Members’ Day on October 20, 2026.
Telecom Amendment Bill sent to committee
After it was introduced, the Senate chairman referred the bill to the Senate Standing Committee on Information Technology and Telecommunication for detailed examination. The committee can review its provisions and recommend changes before it is taken up again.
Referral to the committee does not mean approval. The bill will still need further consideration and passage by Parliament before any amendment can become law.
Why the law matters
The Pakistan Telecommunication (Re-Organization) Act 1996 is the main law governing the country’s telecom sector. It established the Pakistan Telecommunication Authority (PTA) and sets out the regulator’s powers over licensing, spectrum, service quality and consumer protection.
Any change to the act can affect mobile operators, internet providers and millions of users, especially as the sector prepares for wider 5G services and faces growing demands for better network quality.
The detailed provisions of the new private member’s bill are expected to be discussed when the Senate committee takes it up.
