Punjab Moves to Allow Motorcycle Riding at 16, The Punjab government has moved to regulate underage motorcycle riding by approving legislation that allows minors to ride motorcycles under strict conditions through a system.

The Punjab Assembly’s Standing Committee on Home Affairs has approved the Motor Vehicles (Motorcycles) Amendment Bill 2026 after reviewing proposed changes to ensure public safety.
Following the committee’s clearance, the bill will now be presented before the Punjab Assembly session for debate and final approval in accordance with legislative procedure.
Under the approved proposal, children under the age of 18 will be allowed to ride motorcycles across Punjab under defined conditions set by authorities officially.
The committee has also approved permission for motorcycle riding starting at the age of 16, marking a major change in traffic laws across the province.
To regulate underage riders, the government plans to introduce a Juvenile Driving Permit issued by the Licensing Authority for minors within a formal legal framework.
According to the bill, minors will only be allowed to ride motorcycles under specified conditions and supervision outlined by authorities to ensure safer road use.
The proposed legislation includes amendments to the Motor Vehicles Ordinance 1965 to formally allow minor riders within a defined framework reflecting changing realities on roads.
Officials said the legislation aims to curb the growing trend of underage driving without licences through regulation and monitoring rather than unchecked and illegal practices.
Officials also linked the bill to broader efforts to improve road safety and reduce traffic accidents involving minors across Punjab through supervised licensing measures systems.
After approval by the standing committee, the bill will be placed before the Punjab Assembly for debate and passage during the upcoming legislative session formally.
Once enacted, the law will change motorcycle licensing rules for minors across the province under the revised system approved by lawmakers following assembly debate process.
