Ex-ISI Chief Faiz Hameed Sentenced to 14 Years Rigorous Imprisonment by Military Court

In an unprecedented and landmark decision, a military court has sentenced former Director-General of the Inter-Services Intelligence (ISI), Lieutenant General (retd) Faiz Hameed, to 14 years rigorous imprisonment under the Pakistan Army Act. The verdict, promulgated on December 11, 2025, marks the first time a former chief of Pakistan’s premier intelligence agency has been subjected to a Field General Court Martial (FGCM) and subsequent conviction.

The Inter-Services Public Relations (ISPR) confirmed the sentence on Thursday, stating that the extensive FGCM proceedings against Faiz Hameed began on August 12, 2024, and spanned over 15 months.

The Four Major Charges Against Ex-Spy Master:

The former ISI chief was tried and found guilty on all four specific charges, highlighting a concerted effort towards accountability within the military’s highest ranks:

  1. Engaging in Political Activities: A central charge relating to the retired general’s alleged involvement in fomenting “vested political agitation and instability in cohorts with political elements”. This charge is widely linked to his controversial relationship with the Pakistan Tehreek-e-Insaf (PTI) and its former chief, Imran Khan.

  2. Violation of Official Secret Act: Actions determined to be “detrimental to [the] safety and interest of the State”.

  3. Misuse of Authority and Government Resources: This charge includes the unauthorized use of his official position.

  4. Causing Wrongful Loss to Persons: This is tied to high-profile corruption allegations, notably the ‘Top City Case’ scandal, where he was accused of orchestrating raids and extortion against the owner of a private housing scheme.

The military’s media affairs wing asserted that the FGCM process complied with all legal provisions, and Faiz Hameed was “afforded with all legal rights, including [the] rights of [a] defence team of his choice”. The convict retains the right to appeal the sentence at a relevant forum.

The ISPR further noted that the former spymaster’s “involvement in fomenting vested political agitation and instability” and “certain other matters” are being dealt with separately, suggesting ongoing investigations into his alleged role in key political events, including those leading up to the May 9, 2023, incidents.

This verdict closes a chapter on one of the most high-profile military court martial cases in Pakistan’s history, signaling the military’s current stance on holding even its most senior former officers accountable for alleged misconduct and political meddling.
