Cellular companies have reportedly approached the Pakistan Telecommunication Authority (PTA), arguing that the current Information Memorandum (IM) — which dictates terms for the upcoming 5G spectrum auction — contains provisions that impose excessive financial burdens and unrealistic coverage targets. They have highlighted the higher capital expenditure required for 5G, including network densification, fibre rollout, and reliable power infrastructure, which could stretch already limited budgets.
Analysts suggest that if the rollout obligations are too ambitious, operators might be forced to focus more on meeting regulatory targets rather than improving overall network quality and innovation.
Calls for Phased Rollout and Flexible Rules
To make the auction framework more investor‑friendly, industry representatives have requested adjustments to the timeline, coverage conditions, and quality‑of‑service benchmarks. They also proposed a phased rollout strategy, starting with urban areas that have higher demand, followed by wider regional expansion.
