Operators Warn Rigid Rules Could Delay Pakistan’s 5G Rollout

Operators Warn Rigid Rules Could Delay Pakistan’s 5G Rollout, Telecom operators in Pakistan have raised serious concerns that strict rollout obligations and rigid regulatory requirements could slow the launch of 5G mobile services in the country. Industry players warn that aggressive deployment targets outlined in the draft auction framework may deter investment and delay next‑generation connectivity.

Industry Concerns Over High Costs and Obligations

Cellular companies have reportedly approached the Pakistan Telecommunication Authority (PTA), arguing that the current Information Memorandum (IM) — which dictates terms for the upcoming 5G spectrum auction — contains provisions that impose excessive financial burdens and unrealistic coverage targets. They have highlighted the higher capital expenditure required for 5G, including network densification, fibre rollout, and reliable power infrastructure, which could stretch already limited budgets.

Analysts suggest that if the rollout obligations are too ambitious, operators might be forced to focus more on meeting regulatory targets rather than improving overall network quality and innovation.

Calls for Phased Rollout and Flexible Rules

To make the auction framework more investor‑friendly, industry representatives have requested adjustments to the timeline, coverage conditions, and quality‑of‑service benchmarks. They also proposed a phased rollout strategy, starting with urban areas that have higher demand, followed by wider regional expansion.

These suggestions aim to balance commercial viability with national digital goals, ensuring 5G services can be launched without putting undue financial strain on operators. Experts argue that Pakistan’s 5G rollout must reflect both market realities and regional demand disparities.

Government Response and Extended Deadline

In light of these concerns, the Spectrum Advisory Committee (SAC) has extended the deadline for operators to submit proposals and feedback on the auction framework. Government officials have stressed that stakeholder consultations are ongoing and will influence final terms before the spectrum auction proceeds.

Regulators and policymakers are now working to strike a balance between achieving Pakistan’s digital transformation goals and ensuring that rollout obligations do not deter investment or slow the deployment of 5G networks across the country.
