No More Surprise Deductions: PTA Orders Telcos to Get User Consent Before Activating Packages, In a major move to protect consumer rights, the Pakistan Telecommunication Authority (PTA) has issued a strict directive to all cellular mobile operators (CMOs). The End of Automatic Subscriptions
For years, mobile users in Pakistan have complained about “hidden charges” and “surprise deductions” where balance was deducted for services they never subscribed to. PTA’s new order aims to eliminate this practice entirely.
According to the new regulations:

Explicit Approval Required: No package, whether it’s an SMS bundle, data bucket, or ringback tone, can be activated through “auto-subscription” unless the user manually opts in.

Transparency in SMS: Operators must send a clear confirmation message detailing the price and validity of the service before the final activation.

One-Click Deactivation: PTA has also directed companies to make the unsubscribing process as simple as the subscription process.
Why This Matters for Consumers
This directive comes after thousands of complaints were lodged against major telcos regarding unauthorized balance deductions. Low-income users and those with limited digital literacy were the primary victims of these automatic renewals.
A PTA spokesperson stated, “Consumer protection is our top priority. Every rupee deducted from a user’s balance must be authorized by the user themselves.”
Compliance and Penalties
All telecom operators, including Jazz, Telenor, Zong, and Ufone, have been given a deadline to update their systems to align with this “Consent-Based Activation” framework. Failure to comply with these orders could result in heavy fines and legal action against the service providers.
