The grant, facilitated by the Saudi Fund for Development (SFD), will see the delivery of 1.65 million barrels of crude oil to the Syrian Arab Republic. The agreement was officially formalized with the signing of a memorandum of understanding between SFD CEO Sultan Al-Marshad and Syrian Minister of Energy Mohammed Al Bashir.

This energy assistance is specifically designed to support the operational continuity and financial viability of Syrian refineries. By providing a stable supply of crude oil, the grant seeks to mitigate some of the severe economic challenges facing the country. The initiative is expected to help stabilize key sectors, stimulate economic growth, and contribute to Syria’s broader sustainable development objectives.

Saudi officials have underscored that the grant is a testament to the Kingdom’s commitment to improving the living conditions of the Syrian people. This act of aid is seen as a key component of Riyadh’s broader strategy of renewed engagement with Damascus, which has been deepening in recent years. This rapprochement follows a period of strained relations and reflects a shifting regional dynamic.

Analysts and observers have highlighted the multifaceted importance of this grant. Beyond its immediate humanitarian impact of providing a lifeline to Syria’s struggling energy sector, the provision of crude oil is viewed as a clear signal of Saudi Arabia’s expanding role in regional humanitarian and economic aid. The move signifies a growing commitment to stability and reconstruction efforts in the Middle East, while simultaneously solidifying the increasingly cooperative relationship between Saudi Arabia and Syria.
